Board Members

Bobby Cartwright

Bobby was appointed to the City Council in 2002. He currently serves as Mayor where he oversees the day to day affairs of Lovejoy. Bobby has served as a member of the Solid Waste Authority Board, and the Clayton County Municipal Association where he served as president of the association in 2014. During his service as Mayor, Bobby was instrumental in the Service Delivery Strategy, Local Option Sales Tax, and Special Purpose Local Option Sales Tax Negotiations with Clayton County. Most noted for his creation of the Lovejoy City Garden, Bobby is a self-proclaimed small-town farm boy and has put his farming knowledge to good use, producing thousands of tons of produce a year for Lovejoy and Clayton residents. He has been an avid supporter of transportation and education for Clayton County. In 2014, he was recognized by the Clayton County Municipal Association as Mayor of the Year.

Bobby is an accomplished General Contractor by trade. He is the Owner of C & C Lovejoy, a construction company established in 2004. Bobby is a 13 year veteran of the U.S. Navy.

Victor Davis

Dr. Victor Davis Jr. is a skilled businessman and a professional clinical pharmacist. His achievements in the healthcare industry have made him a pacesetter with amazing contributions. Victor’s background with a Doctor of Pharmacy Degree from Florida A&M University, coupled with the knowledge and expertise he has gained and acquired traversing 20+ years of experience has enabled him to build a successful brand and career.

With more than two decades in the healthcare industry, he has acquired the fundamental competencies necessary to gain proficiency in leadership, teamwork, and organization, and now brings them all to bear in his new entrepreneurial venture of owning and operating The UPS Store franchised Hampton Lovejoy location. A humanitarian to the core, Victor is vested in the community and philanthropic giving. His love for people inspires his commitment to caring for the wellbeing of others, including the underrepresented populations. To this end, Victor maintains membership with the City of Lovejoy Development Board Authority and remains actively involved and engaged in improving community growth and sustainability efforts. With the belief that people are the root and foundation of our communities; to build strong communities, we must fortify the root, Victor is motivated to use his relationships and resources to serve those whose lives would be enriched by it.

Rosannette Kirby

Rosannette has a personal passion for education, and her personal mission is to place emphasis on the value of education by giving a chance to the youths in her surrounding communities, in Atlanta, NYC, and of Antigua and Barbuda, hoping that they will make a change to our future.

Rosannette is an accomplished Public Relations Professional, Motivational Speaker, College Recruiter, Teacher, and a Successful Entrepreneur.  She is a recognized and respected pillar in her Communities. Her strength lies in building solid client relationships, creative campaigns and programming, trendsetting within the industry and strategy that scores top media placement.

She holds an MBA in Finance, a BA in Criminal Justice, and several other related certificates. She was awarded the National honor of: “Woman of Excellence in 2016”. She is a graduate of Atlanta, Clayton County Grassroots Leadership Class of 2018.

Along with The Village Tutorial Enrichment Program, Rosannette also volunteer her time and expertise to various organizations, including, The Village Tutorial Enrichment Program ATL, Antigua and Barbuda Students Association USA, (ABSA-USA), the Kiwanis International of Atlanta, Lovejoy High School Key Club, NY Red Cross, Antigua and Barbuda United (ABAU), The National Black MBA Association of Atlanta, Lovejoy High School Cheerleading Team, and more.

Her community service roles include Vice Chair: Clayton County Newly Formed License Review Board, Board Member: The Village Tutorial Enrichment Program, Board Member: Sidewalk University, NJ, Public Relations: Antigua and Barbuda Students Association USA, President: Antigua and Barbuda Alumni International. Rosannette formerly served on the Urban Revelopment Agency Board and currently serves as a City Council Member.

Olene Rackard

Olene Rackard is from the state of Florida. She attended Advanced Career Training for Business Administration. Olene is a mother and enjoys spending time with family and traveling. She has been a resident of the beautiful City of Lovejoy since 2007.  She currently works in the Information System Technology field which has been her area of expertise for over 20 years.

Jerome Samuel

Jerome Samuel was born in Antigua, West Indies and has been a resident in Lovejoy, GA for many years. He is a Master Mechanic, certified and trained in airframe and automobile and power plant mechanics. He has more than forty five years experience in General Automotive Repair; Foreign Car Service, Electrical troubleshooting and diagnostic repair.

 Jerome has been semi-retired since 2003. His work experience includes Airline Mechanic Trans for World Airlines, Quality control Manager for Potamkin Cadillac, and Head Technician at Suttle Motor Corp. He studied at University of Manchester, England specializing in Aircraft Mechanics, LaGuardia Aeronautics in New York City and General Motors. Jerome’s hobbies include professional bowling and cricket.

Kaycia Rhone

Serving the City of Lovejoy since 2010, Kaycia has served the city in numerous roles including Assistant Directory at the Community Center, Executive Assistant to the Mayor, Director of the Lovejoy Development Authority, Code Enforcement Court Clerk, and Clerk of the Urban Redevelopment Agency. Kaycia earned a Bachelor’s of Science in Business from Georgia State University in 2009 and is currently pursuing her Graduate Degree in Business Administration.

Kaycia completed the Georgia Academy for Economic Development’s Regional Economic & Leadership Development Program in 2014. She has a passion for small businesses and entrepreneurship which she hopes to bring to Lovejoy’s small businesses.

Lonnie Joyce

Finance Director

Lonnie oversees the financial management of the development authority and provides financial consulting to the City of Lovejoy.

Lonnie brings over 12 years governmental experience to the City of Lovejoy. Lonnie obtained a BBA from the University of Georgia in 1998 majoring in Accounting. He received his Masters in Accounting from Auburn University and has been a practicing Certified Public Accountant in the State of Georgia for over 10 years. He began his career as a forensic accountant with a public firm specializing in business interruption and employee dishonesty. In 2003, Lonnie decided to join a public firm specializing in small business and governmental accounting. Lonnie performed governmental audits and consulting for a number of cities in Georgia. Lonnie enjoys bringing his expertise in governmental accounting and small business to the Lovejoy LDA to assist us in expanding our partnerships with private entities
